Dear Dan,
My name is Larry Yatsko. I am a retired Pa. State Policeman, having served for 20 years. The vast majority of
career was spent in what as known as the Patrol Section of the State Police. I used traffic radar on a daily basis. I know first hand just how effective traffic radar is. I have stated for years, that radar should be used by all police departments
instead of the exclusive use by state police.
Not only is the radar effective in reducing speeding violations thereby reducing number of accidents, it is also quite effective in removing the drunk drivers from the road. I can tell you from my own experience, that I have stopped numerous drunk drivers for speeding as I clocked them by radar. It wasn't till after I had stopped them speeding, that I discovered that they were drunk and speeding. I had several drunks doing in excess of 100 mph. I also stopped some violators for speeding only to discover that they were also smoking marijuana.
The local police could use radar effectively to make our local streets and roads safer to travel. I whole-heartedly support you in your effort to allow all local police departments to obtain and use radar.

Sir I am a Retired Pa. State Narcotics Agent,Pa. Office of Aattorney General Bureau of Narcotics Investigations(18 years)--Prior to that I worked as a Uniformed Police Officer in Pa. and Washington D.C. --while in Pa. I started in the Weatherly Police Dept as a Patrolman, Lieutenant and Subsequently Chief of Police,(8 1/2 Years---total--26 1/2 years). Since retiring I successfully ran for Borough Council in Nesquehoning (pop.approx 3600 residents) and was re-elected by a 262 vote margin which is a significant number.
I have taken action as a Borough Councilman by passing a motion that we contact out State Rep.Keith McCall ,,Sen. James Rhoades,,(both are life long friends) and to the Pa. State Boroughs Association supporting RADAR FOR LOCAL DEPARTMENTS,,and asking to CHANGE THE FINE DISTRIBUTION TO MIRROR ANY OTHER TRAFFIC VIOLATION.

Thank you for contacting me to express your support for legislation that would amend the Pennsylvania Vehicle Code to allow local police departments to employ radar guns as a way to monitor speeding on our roads. Under current law, only the Pennsylvania State Police may employ radar guns. I appreciate your interest in this legislation, and I understand your support for the use of this device by local law enforcement.
As you may be aware, Senate Bill 296 is currently under the consideration of the Senate Transportation Committee, to which it was referred on April 10, 2007. House Bill 1965 is before the House Transportation Committee, to which it was referred on October 24, 2007. This legislation would make significant changes to the way in which our speed limits are enforced, and it is important that we carefully consider the impact of these changes. Thank you for your e-mail regarding local police radar. I could not agree more with you, in fact, I have cosponsored nearly every attempt for this since taking office in 2001.
As the former director of highway safety for Bucks County, I absolutely understand and support our local police and their ability to protect the motoring public. We have compromised many times with our rural colleagues, to alleviate their fears that this tool would be a "cash cow" for their municipalities. In the past six years, I believe we have gone from having the support of 30-40 members to nearly 80. The trick, of course, is getting to 102.

2/26/08 Thank you for writing with regard to the use of radar for speed limit enforcement by local police departments.
I favor the use of radar by local police. Many of our major thoroughfares, such as Routes 611 and 309, parts of which run through the 4th Senatorial District, have become both congested and used as alternate travel routes where speeding is common. To ensure the safety of both pedestrians and motorists alike, it is imperative that law enforcement be provided with all necessary tools for traffic control enforcement, one of which is the use of radar.
I appreciate hearing from you on this most important issue.
